The Western Canada Emergency Services Leadership Conference is the only one of its kind in Canada that focuses exclusively on the skills emergency service leaders need to create high performing organizations that anticipate and respond to their community needs. The program is not designed for crisis management but rather to provide tools for inspired leadership. Exceptional speakers who are committed to sharing practical solutions based on personal experience deliver relevant and timely presentations. As organizations strive to create high performing workplaces that anticipate and respond to dynamic changes the role of leadership becomes increasingly important. This conference provides the opportunity to hear from recognized leaders and to network with peers with from a variety of backgrounds.

Dr. James Norrie – "Social Media: Tool or Weapon"
As an author, speaker, and practicing academic, Dr. Norrie has delivered hundreds of keynote addresses, workshops, and conference presentations. He is a co-author of "The A to Z Guide to Soul-Inspiring Leadership" – a practical how-to book full of wisdom and suggestions drawn from the authors' collective experience in creating high performance workplaces and successful leaders.
Dr. Norrie is an entrepreneur, former Fortune 500 executive and currently Associate Professor, Ted Rogers School of Information and Technology Management and Associate Dean, Administration Ryerson University, Toronto, Ontario where, since 2001, he teaches undergraduate and MBA level courses.
Dr. Norrie has an international reputation as both a scholar and thought leader to industry. His proven expertise spans governance; organization strategy; spurring innovation; social computing trends; e-business; performance management tools and processes; project management, leadership development and executive coaching. FDNY Executive Chief Officer Neil Hintze – "9-11 Then and Now"
Chief Hintze is a thirty year veteran of FDNY where he has held operational positions from firefighter to battalion chief. His most recent assignment is Executive Chief Officer at the FDNY Center for Terrorism and Disaster Preparedness (CDTP) where he supervises, coordinates, participates in and manages exercise design, risk assessment and emergency response.
Chief Hintze has attained a Masters of Arts in Security Studies and a Masters of Science in Education. He is an adjunct instructor at John Jay College of Criminal Justice where he teaches "Leadership/Management in the Fire Service". He also lectures extensively for the New York State Fire Officer Development Program.
"9-11 Then and Now" is an interactive presentation with the following topics as discussion points:
- FDNY or any first responder preparedness level for 911?
- How terrorism impacted the organizational culture
- Highlights and lessons learned from major FDNY exercises
- How other departments can leverage CTDP experiences to help develop or enhance an exercise program of their own

Deputy Chief Peter Sloly, Toronto Police Services - "Maximizing Emergency Management through Community Mobilization"
Deputy Chief Peter Sloly is in his 24th year with the Toronto Police Service. Prior to his policing career he played professional soccer and was a member of the Canadian National Soccer Team. He has a Criminal Justice Certificate from the University of Virginia, a Bachelor of Arts in Sociology from McMaster University and a Masters in Business Administration from York University's Schulich School of Business. He is a graduate of the FBI National Academy and the University of Toronto Rotman Police Executive Leadership Program.
Peter Sloly has authored articles for several police and justice magazines on community mobilization, crime prevention, emergency management and social media. He is an adjunct Professor at the University of Guelph-Humber. He is a member of the Police Executive Research Foundation, the Canadian Police College Advisory Board and a guest lecturer at the Ontario Police College.
Deputy Chief Sloly is presently in charge of Divisional Policing Command (DPC) which has 4084 police officers, 221 civilian members and a budget of $447 million. DPC includes the 17 Police Divisions and the Divisional Police Support Unit (with the TAVIS Rapid Response & Community Mobilizations functions).

Mr. Gordon Graham
Gordon Graham has been actively involved in law enforcement since 1973. He spent nearly ten years as a motorcycle officer while also attending Cal State Long Beach to achieve his teaching credential, USC to do his graduate work in Safety and Systems Management with an emphasis on Risk Management, and Western State University to obtain his law degree. In 1982 he was promoted to Sergeant and also admitted to the California State Bar and immediately opened his law offices in Los Angeles.
While serving as a field sergeant, he started to combine his legal education and experience with his graduate education in Risk Management to develop processes designed to improve the quality of law enforcement. His early work included developing the "Five Pillars of Success" – which today serves as the foundation of Lexipol. Additionally, he was instrumental in developing the Drug Recognition Expert program and the "daily training bulletin" (DTB) concept. In 1995 he promoted to Captain and retired from active duty in 2006.
He regularly serves as an educator and trainer to public safety professionals from around the world. He was the first recipient of the California Governor's Award for Excellence in Law Enforcement training in 1995, and in 2005 received the "Presidential Award for Excellence" from the International Association of Fire Chiefs for his lifelong work in improving firefighter safety and performance. He is constantly in pursuit of "the next best way" to do things. And most importantly, he has assisted his beautiful wife in raising two great children who have given them great happiness.
Mr. Graham was a hit at the First Annual Western Canada leadership Conference and will build on last year's presentation with the following topics:
